Surveys - New Earnings Survey and its successor

The New Earnings Survey, the annual survey that requires employers to provide earnings information for employees whose NI number end in 14, is being replaced from October 2004 by a new survey, the Annual Survey of Hours and Earnings (ASHE). A new questionnaire is expected to be issued to employers for the 2005 survey but, initially, the survey results from 1992 onwards are to be reissued using the new advanced criteria that have been developed for ASHE.

The redesigned questionnaire is approaching its final format and has already been user tested on a sample of 5,000 employees alongside the 2004 survey. Employers will note some helpful changes, for example, the questionnaire will no longer ask for information about bonuses that were paid outside of the reference period but that relate to work performed in the reference period. Instead, the survey will capture data on total bonuses paid in April, with additional detail about the part of those bonuses that relates to work undertaken in April, and information on bonuses paid in the tax year, as a component of total annual pay.
